The issue has now been resolved. The feature has currently been deprecated in the US geo and will return in approximately 2-3 weeks.
We've confirmed there is a problem, we're working to resolve it.
We are currently investigating an issue where SMS notifications in specific North American countries are undeliverable. Our development team is working on a fix for this issue. Updates to follow.
